Monsignor Richard Albert’s vision was to transform the educational, social and living conditions of “at risk” youth in the inner city communities to that which would enable them to develop the total person where they can provide for themselves and their family and be of great value to the Jamaican society. In 1995 Monsignor Richard Albert, a Catholic Priest, saw the need of the Youths of Seaview Gardens and decided to give assistance. He went far and wide, locally and internationally to source funds to build the Centre. Several local and international donations were received and so the property was leased and the complex built.
In January of 1996 the Centre began operations under the leadership of Ms. Winnifred Buchanan and a staff comprising two securities and two teachers. It started with one (1) student enrolled in the garment department and thirty-five (35) in the remedial department.
We are pleased to say we now have a student population of almost 160 in our programmes. Our goal through the varied programmes is to prepare and equip young people with the necessary education and skills whereby they can contribute meaningfully to their existence and family’s livelihood, and also to our country.

 - Remedial Programme catering to at risk youth in the Seaview Community and it’s environs. Our teachers continue to labour for the development of these students. It is our intention to equip them with the necessary skills and education so that they can be re-integrated in the formal education system. Students are prepared for the GSAT and the GNAT examinations, while others who are of age are prepared to for the HEART .Entry Level Test.
- Skills Programmes which are partially sponsored by HEART Trust/NTA in Commercial Food Preparation (Catering levels 1 and 2), Data Operations (level 1), General Cosmetology (Level 1), General Office Administration (level 1), Hair Braiding and Weaving (level 2),
- An Evening Skills Programme consists of Data Operations (level 1), commercial food preparation and nail technology.
- A Gym which operates in the evenings as a community outreach venture.
- A Golden Age Programme which caters to the abandoned elderly in the community.
